SDOT has updated the schedule and it looks like there is a delay, so the new date is late July. From the project page:

  • The Seattle Department of Transportation and its contractor, Mid Mountain Contractors, Inc., continue to make progress building the West Thomas Street Pedestrian and Bicycle Overpass.  The new overpass is now scheduled to open in July, later than the previously announced late Spring opening date. The later opening date is due to a delay in the construction and delivery of new handrails for the overpass.
  • Bicycle and pedestrian access through Myrtle Edwards Park will continue to be maintained during construction using the existing detour. The existing paved pedestrian trail will continue to serve as multi-use trail until construction is completed. The temporary path adjacent to the paved bike trail is provided for pedestrian use.
